One thing I would check would be your Windows Firewall. It tends to only add one instance of a program in, so it may have allowed the ports to your bundled server (not ticked), but not to your dedicated.
Also, what I was saying, is that there are two servers. You get a bundled one that downloads with Wurm Unlimited. This is what you use when you don't have that box ticked. Then there's the Dedicated server that you download from the Tools section of your library.
These are in two separate folders and do not share the same data, so if you have a server that you set up (IP address, port, etc) in the bundled server that works, you'll either need to copy that server's folder or set everything up again in the Dedicated server.
As Explora said - do check your IP address. It will not automatically update in your server settings. Most home routers and gateways will auto-assign IP addresses on a first-come, first-serve basis.
You may want to Google or contact your ISP on how to either give yourself a static IP, or even better would be to have your router reserve your IP. Most modern routers can do this with a simple check box, but it will be different depending on your model (and you may need your ISP to login and do it, depending on the setup).
This is your LAN or machine IP mind you, not your external or public IP.
