You have to start the game first, then the server (or the other way around ?, I forgot)
Alternative: try the standalone dedicated, thats better because if you're game crashes or you have to stop it for some reason you have to go through the whole loop again. Start game, start server. COBOL Rulez!
But - the standalone is a PITA, only for techsavy ppl
You need to make shortcut link that points to rfactor2.exe inside the Bin64 folder.
On the shortcut properties, you need to delete /bin64 from the startin box.
