then connect to Steam via a browser
and select your susbscribed items in rF2 workshop here :

Open the config with Notepad and edit so that: Disable Workshop Auto-Subscribe:True

Select a non Workshop item and you are given two choices, Uninstall, Delete.
If you select Uninstall it uninstalls from the game but the .rfcmp file is left in the Packages folder and will still show in the Launcher's Content list but will have options to Install or Delete.
Delete will delete the .rfcmp file from the Packages folder.
It makes it easy to keep the game "trim" by not having a lot of mods installed slowing down loading times and possibly causing conflicts but if you need the mod you don't have to redownload it, just a quick install via the Launcher.
