The new FE have attack mode, where you are forced into using a different line to get a 'boost'. The AI, however, don't have to do any such thing. On some tracks you can be quite set back by this, hence why they get so much of a lead.
S397 typically tackled this problem by doing ♥♥♥♥ all. I think there is a way around it by modding a file and creating a package to install, but quite frankly, no one should have to do this - it should just work.
Have you checked your brake peddle input to make sure you're getting the full travel?
Other than that , im at a loss for your braking issue, don't remember having a problem with braking, but have a look through this link, there's something about engine braking versus brake power which might help:

The point of this car is to make the best use of the energy stored in your battery.
Every second you spend on the throttle is using energy, and the harder you press the faster energy is consumed. Yes, nothing different from a petrol car.
However, every second you spend OFF the throttle is regerating energy. So the goal is actually to brake as little as possible, because that would reduce the time spent OFF the throttle !
This is why the brakes are weak : you are encouraged to mainly lift off and only apply them gently. Then let the car roll on itself and accelerate smoothly (and early).
It is all about finding the best balance between energy spending and energy recovering.
