Report a translation problem
The problem that you had, where rFactor2 keeps bringing up the STEAM error message about +path +workshopsync, was actually a STEAM problem.
It was either a steam database issue, where by going to the top right of this screen, clicking on your name, and logging out, restart your pc, and logging in again with your name and password.
You are running Anti Virus like AVAST, and it's blocking steam from launching. I don't use AVAST, so can't help you on that one.
It is a tragedy: the few times it actually runs without problems, it would be the best sim racing experience. Like this they better do a full re-work of the whole title.

rf2 is probably the best driving experience on a gamepad... like on a wheel. It's the same.
