I even tried setting them up as a virtual server.
27013 - http port
54297 - simulation port
64298 - Steam
64299 - Steam
Works fine for me.
I'm lazy and open for all protocols and I set it up as virtual server.
i had to follow this (create loopback adapter) to make the dedi show up in the list. Would really like to understand why i have to do that

Is the dedicated server wired up on the same lan as your gaming pc, or is it on a separate network all together?
Is there a better way for two or three people to get online and race each other without getting on someone elses server?
Forward your ports, and press the host button in the bottom left corner of the rFactor 2 Launcher. As long as you haven't modified the ports in the Multiplayer.json file, and your antivirus software hasn't an extra firewall blocking ports, it should work.
So in the launcher in the settings tab under single player add this text: +multiplayer +connect="127.0.0.1:64297
