the Gamepad have vibration as does most (if not all) other race sims.
Thats true, even i have been using my PS4 pad latelly due to lack of time to play my league races so setting my wheel became a hassle just to blast around in 3 to 5 lap races just for fun offline.
I was actually really suprised as to how well this game plays on a pad without any assists on, especially open wheelers.
Understand his frustration here tho, he didnt ask about a wheel or buying one so you didnt really attempt to help his issue at hand :)

Im using my PS4 controller with DS4 tool and all seems to be fine rumble wise. Maybe try deleting all your controller settings and set it all up again. Could work
It works for any game that has force feedback, this driver simply translates force feedback for wheel into rumble for Xbox 360 controllers. Might also work for a Xbox One controller.
FYI - I have a great wheel and pedal setup , but hardly use it ...
The steering is obviously compromised on a pad, but brakes and throttle can still be very precise when you use the right controller.
