8 GB is main system memory. You need to look up how much GPU memory your GT 730 has. If it's only 1 GB, then rF2 will probably only work with lowest settings on everything.
The recommended GPU to run rF2 is a GTX 760. GT 730 is about three to four times slower than that. Even if you get it running, it will not play rF2 with decent FPS.

I'd say upgrade that GPU to something like a GTX 1050 or 1050ti. I am using a 750ti and those GPU's are twice as powerful as 750ti. Even a GT 1030 would be a 100% increase in GPU related performance compared with the GT 730
Yeah, I know, they just run much better and look much flashier than RF2. They are better optimised.
Well actually, I don't have project cars, but I have assetto corsa. I have a 2600k and a 750ti, and I can run AC at 150-200 fps with lots of cars on the track. Whereas I am limited to around 80-100 fps with RF2, at what looks like much lower graphical settings. I still like the sharp and clear look of RF2 though. AC still looks a little post processed, even with the post processing switched off. I don't think RF2 has much LOD degrading, there seems to be a massive draw distance, whilst AC you can see LOD and things drawing themselves in.
