I have created lots of these this way, so I know it works.
Have you read this guide. I found it very helpful.
I had it open on another screen when I created my first one.

A quick & rough guide once you’ve opened the MAS File Utility.
First window you name the mod.
Second, you select locations.
Third, car group.
Forth I bypass that one.
Fifth is where you select the track layouts, the vehicles & the drivers you wish to use.
Then you package it & install it.
One more thing, Is there a way to use AI edit without creating new driver/team in tuning options. Thats the only time its usable, i thought we would be able to edit AI once the mod is selected.
Thanks for your replies btw
I was always able to select the AI that I wanted before packing the mod.
You will find though, if you want to make any changes afterwards.
First uninstall the mod, then make the changes, then re install.
