I downloaded the DX11 Beta version when it was launched on 1st May and no matter what I did I had awful performance. The test I did was running some content which had been updated for DX11 which was Silverstone and the Nissan GT500.
With AA on 4/5 and PP on high/ultra with a 20 car grid (all vehicles visible) with game settings as high as I could set them and sunny clear weather condition I was seeing an average of around 15-25 FPS depending upon where I was on the circuit and how many cars were around me.
To try and improve this I did all what Studio 397 suggested and still nothing seemed to improve things, so I tried with settings as low as I could get them both AA and PP and also the in-game settings, the game seemed to perform a little better, around the 25-50 FPS mark but it still wasn't very playable, I even went as far as deleting the game and all of the remaining files including my player profile and still this did nothing to improve the game, so I went back to DX9.
I gave it a few days and installed the DX11 Beta version again after the 2.1Gb update to the stable branch of the game and peformance was much improved, it has improved so much now to the point that with AA on 4 and PP on high with all game settings maxed out apart from shadows because of some black box bug on the ground, they are set to High instead of Maximum, I am now getting with the Nissan GT500 on Silverstone with a 30 car grid with 30 visible vehicles and the same sunny weather conditions no lower then 40 FPS sat on the grid waiting for the race start, once the race was running I was sitting between 50-80FPS the whole time (even in the main pack of cars) which is a MASSIVE improvement over the course of a few days.
Your performance does seem a little low, I should think you'd be getting a higher frame rate especially with everything set to low, if you haven't update your video card drivers and also ensure you've done all of the suggested performance Studi 397 have suggested such as deleting all the files from the CBash and Shader folders in your Userdate/Logs folder in the rFactor2 install directory, other than that if that doesn't work, hang in there as I'm sure performance will continue to increase over the coming days/weeks.

even before the latest little patch i was getting over 300fps on minimum settings on an R9 290 (at 1080p)
Granted, the GPU he has, R7 370, is considerably slower than the one i tested with, but it shouldn't be more than 5x slower.

Sir Ropey has helpfully re-iterated Studio 397's suggestions:

These are good things to try, as the framerate the OP has looks a little low.
Other things i can point out is that making sure that you select only clear weather (no clouds) seems to make a considerable difference in performance. The clouds seem to tank the FPS.
Also, backing up and then deleting your player json file can help.
Some people have said that they resolved performance issues with a complete re-install, including unsubscribing from all non-DX11 optimised content.
I'll definitely mess about with the settings some more and see what i can get out of it.
I'll update further once I've done some testing.

I too did not have much more than minimal graphic performance on the May 1 upload.
Second download and I changed a few things following instruction here under guides I think.
It has become satisfactory to me now. A few changes by myself and improvement of the beta I like. I am using the updating beta because of this.
Wishing for a 1967 Le Mans for rF2.
-Disable all third party plugins for DX11 and VR:
Open the file CustomPluginVariables.JSON located in rFactor2/UserData/Player
Backup the file, then Add a '0' to all third-party plugin entries, example: " Enabled":0
-Remove TrackMap Plugin 'd3d9.DLL' from ...rFactor2/Bin64
-Clear the contents of your Shaders and Cbash folders. The Two folders are located in rFactor2/UserData/Player/Logs. Only remove the contents of these folders, leave the empty folders.
-Verify your game cache
-Subscribe only to DX11 updated content in the workshop:

-Make sure to select only "clear" weather before starting the race, clouds kill performance
-Backup and then delete your player json file
That's great but a lot of people are wanting to have a nice looking game too. As I implied earlier, turn on post processing in the launcher for a start, bump your settings up to high and use level 4 AA. Report back on your performance then.
