I have purchased skyrim and yes i have purchased thid game prob more than 10 times

Seems it is only for Skyrim. I have Skyrim SE, and got the same error. When I tried to lauch directly the skse_loader, got the "TESV not found" error message.

The version of Skse on Steam is for old, original, 32-bit Skyrim only and will not work for SkyrimSE or AE. see this thread for what to do if you have SE/AE.
