Report a translation problem
Most importantly, you have to have mods that work with the menu, otherwise it won't show up for that mod. It isn't going to show up for every single mod because it isn't a mod manager like how Minecraft Forge and LiteLoader are for the Java versions of Minecraft.
Besides that, start the base Skyrim launcher, make sure your video settings are the way you want as well as the mods are in the correct order (and enabled). Once you are sure those are correct, exit aka. close the launcher without starting the game and then start SKSE which should also be selectable via. Nexus Mod Manager (see the drop-down NMM has on its toolbar: "Launch Skyrim" launches without SKSE; "Launch SKSE" starts with SKSE; "Launch Custom Skyrim" you probably don't need to worry about unless you know what you are doing).
Also I'm still assuming the older Skyrim and not the new Special Edition, but it can be somewhat applied to the new version... change paths correctly, and do NOT expect one works for another!
Note, if you somehow tried to bind a key to Esc, THAT is a DIFFERENT problem. Let me know if you press Esc and nothing happens (You'll have to delete "skyrim.ini" and/or "skyrimprefs.ini" in Documents/My Documents -> My Games -> Skyrim... I forgot which file it was, but one of those is all you need to do if Esc doesn't open up the menu)... Also remember to force quit the game from the console in case you cannot access Esc somehow, with the following console command:

Assuming you have a copy of both your Skyrim install folder as well as Document/My Documents -> My Games -> Skyrim both in safe locations...
Then you should (Skyrim's main menu is that menu where you can choose to start a new game, load a saved one if it exists, or quit):
That test was to make sure that it is a mod problem.
Now install mods in as small amounts / batches at a time as possible, of course watch out for requirements / dependencies that you must install before the mods that require them. Write down the order you are installing these mods as this is very important for later! (Using NMM aka Nexus Mod Manager
Using this console command, like in the last section, make sure to test a few things (just don't do any manual saving as we are testing to find the problem mods, not start a playthrough right now)... STILL DON'T OPEN ONE OF THOSE INVENTORIES IN THAT AREA UNLESS YOU LIKE TO WAIT FOR A LONG TIME AND YOU ARE WILLING TO IGNORE WINDOWS SAYING IT CRASHED-- IT HAS NOT IF THE WINDOW IS STILL OPEN!!!
......... It's complicated to set up a huge mod setup, but nothing is easy...... that's life for mods....
