I think it was called Mod Options or Mod Configuration for the untranslated U.S. English dialect.
Most importantly, you have to have mods that work with the menu, otherwise it won't show up for that mod. It isn't going to show up for every single mod because it isn't a mod manager like how Minecraft Forge and LiteLoader are for the Java versions of Minecraft.

Following up quickly instead of editing, I assume you already tried launcing the SKSE executable that is in Skyrim's folder? (If you installed SKSE via. Steam, launch it at least once from your Library to make sure it fully added everything.)

Also, as I somehow may have understood, even I may have been using SKSE wrong the whole time (until I used Nexus Mod Manager)! It appears I was supposed to launch Skyrim from the SKSE executable (for the Steam SKSE install, via. SKSE in my library)

When I change my mod setup, I normally start from scratch. When I update one of my mods, I make sure to read its instructions BEFORE I update it. I also make sure each and every mod has its requirements installed BEFORE I install it.

Besides that, start the base Skyrim launcher, make sure your video settings are the way you want as well as the mods are in the correct order (and enabled). Once you are sure those are correct, exit aka. close the launcher without starting the game and then start SKSE which should also be selectable via. Nexus Mod Manager (see the drop-down NMM has on its toolbar: "Launch Skyrim" launches without SKSE; "Launch SKSE" starts with SKSE; "Launch Custom Skyrim" you probably don't need to worry about unless you know what you are doing).

Remember that Skyrim doesn't support copy & paste, so all console commands MUST be manually typed!
Also I'm still assuming the older Skyrim and not the new Special Edition, but it can be somewhat applied to the new version... change paths correctly, and do NOT expect one works for another!

Note, if you somehow tried to bind a key to Esc, THAT is a DIFFERENT problem. Let me know if you press Esc and nothing happens (You'll have to delete "skyrim.ini" and/or "skyrimprefs.ini" in Documents/My Documents -> My Games -> Skyrim... I forgot which file it was, but one of those is all you need to do if Esc doesn't open up the menu)... Also remember to force quit the game from the console in case you cannot access Esc somehow, with the following console command:
qqq
Stop here if it was just that as the issue.
---

This is the ugly way of doing things, so you know.

Assuming you have a copy of both your Skyrim install folder as well as Document/My Documents -> My Games -> Skyrim both in safe locations...
  • Make sure Skyrim is set to NOT update automatically (this is a good idea normally for many setups when working with mods)
  • Favorite and then unsubscribe to ALL workshop mods you have for Skyrim (SKSE doesn't need to be worried about, and if you are using it, I'll tell you what to do soon); if using a mod manager, also completely uninstall / remove the mods from the profile, OR make a fresh new profile (I recommend this) with just the base game components.
  • Delete all contents (not the folders themselves) of both those folders above (not the backups, obviously, but where you copied from)... you might need to allow the deletion depending on your OS and its settings (because of the safety prompt)
  • Once it is complete, tell Skyrim to verify its local game data
  • Wait for it to fully complete (you'll see the progress in the downloads section of the Steam window -- the dialog progress bar isn't the download progress!!)
  • Then do the same for Skyrim Creation Kit (if you use that), followed by SKSE (if you use the Steam version of SKSE; non-Steam SKSE you should unpack / install again) waiting each time.

Then you should (Skyrim's main menu is that menu where you can choose to start a new game, load a saved one if it exists, or quit):
  • Start the main Skyrim launcher (make sure it has good visual settings for you, but I recommend setting it to windowed mode for less issues), then exit when you get to Skyrim's main menu
  • Now install SKSE if you forgot to, and then start Skyrim with SKSE installed (do the same to quit at Skyrim's main menu)
  • Next ONLY install SkyUI and start SKSE again
  • Once you get to Skyrim's main menu, this time open the console and type the following being careful not to interact with any inventory / storage thing there as it has been known to cause crashes for some... by loading a bunch of "nice things" at once:
    coc qasmoke
  • Test from there that the basic Esc menu works, and then exit.

That test was to make sure that it is a mod problem.

Now install mods in as small amounts / batches at a time as possible, of course watch out for requirements / dependencies that you must install before the mods that require them. Write down the order you are installing these mods as this is very important for later! (Using NMM aka Nexus Mod Manager
Using this console command, like in the last section, make sure to test a few things (just don't do any manual saving as we are testing to find the problem mods, not start a playthrough right now)... STILL DON'T OPEN ONE OF THOSE INVENTORIES IN THAT AREA UNLESS YOU LIKE TO WAIT FOR A LONG TIME AND YOU ARE WILLING TO IGNORE WINDOWS SAYING IT CRASHED-- IT HAS NOT IF THE WINDOW IS STILL OPEN!!!
coc qasmoke

......... It's complicated to set up a huge mod setup, but nothing is easy...... that's life for mods....
