I realized that the problem isn't that I can't edit the size but that when I install Script Extender it always associates with the old version of Skyrim and and reinstalles it.
What I need to kow is how do I get it to associate and open Skyrim SE?
The reason that I couldn't change the size was because I was editing the new version, and not the original version of Skyrim, which does run fine in 3440 by 1440 resolution.
Both versions will run without problems it's just that I can't get Script Extender to run with Skyrim SE.
I download the one that says Skyrim SKSE but when I try and apply it it always updates the vanilla skyrim and leaves Skyrim SE unchanged.

Current build 1.7.3: install via steam - installer - 7z archive (readme, whatsnew, latest forum thread)
I guess for now I'll just do without it.
Or look into how to do it manually.
