The only things I could think othen than that would be a super small edit dot size overriden from the User Preferences.
Ensure you are in the correct mode: Make sure you are in "Edit Mode" by pressing the Tab key or selecting it from the mode selection dropdown at the top of the viewport. Vertices are only visible in edit mode.
Adjust the overlay settings: Open the "Viewport Overlays" dropdown menu in the top-right corner of the 3D viewport (it looks like a circle with some dots). Check if the "Vertices" option is enabled. You can also try adjusting the size and opacity sliders to make sure the vertices are not too small or transparent to be visible.
Check object selection: Verify that you have an object selected in edit mode. If you are trying to see the vertices of a specific object, make sure you have that object selected. You can select objects by right-clicking on them in the 3D viewport.
Check the visibility settings: In the "Object Properties" panel (usually found on the right side of the Blender interface, press the "N" key to toggle its visibility), check the "Visibility" section and ensure that the "Display" checkbox is enabled for the object you want to see vertices on.
Update Blender: If you are using an older version of Blender, it's possible that there may be some compatibility issues or bugs. Consider updating to the latest version of Blender to see if the problem persists.
By following these steps, you should be able to see the vertices in edit mode within Blender.
