You might want to start by checking the installation using the management menu when right clicking on the Library entry for Blender, just in case you have a corrupted install, or just uninstall and reinstall - which is quite quick. Have you had problems with other 3d apps/games?
There is no difference other than where the files are installed to the non steam version.
Try opening it outside of Steam. Just find it in your Steam folder:-
Program Files (x86)\Steam\steamapps\common\Blender\blender.exe Does that make any difference?
Also try running "Blender_factory_startup.cmd" instead of blender.exe it will create and show you log files that will report any problems such as plugins causing slowdowns. (Look in AppData\Local\Temp\blender\debug_logs).
Blender also remember what screen it was last launched on (optional), so it can start up off screen if you have more than one monitor - or have removed a monitor.
You can Try Manually moving it by pressing selecting the icon in the taskbar, then using WIN+arrow keys. to move it on-screen.
No, the icon isn't visible. The only thing that shows up is that steam is running the program, but no icon ever shows up and the program doesn't either. On steam it says the application is starting, and just keeps saying that while nothing happens. It doesn't crash. If i stop it en then try to open it again the same thing happens unless I restart my computer.
