You absolutely can use 1 to 0 as key assignments in 4.3,
You can also assign them to brushes, and sculpting tools, and what's more, you can have different shortcuts for the same brushes on the T menu and in the Brush Menu, though that would be a bit silly.
I don't think you can directly set the interface to use the extremely cluttered old style of Sculpt too menu - this method seems much better, and more standard. It's main aim is to unify the toolbar between modes, which is a good thing.
If you don't like the 4.3 improvements - just stick with a version you do like.
+1 on this. Why would anyone think this is a good idea? If you're going to make brushes assets at least keep them in the same place lol.
NOTE: If you manually installed a second version of Blender (Non Steam), this can sometimes end up with shared configs. It is best to justy use a standalone (zipped) version if you want to do that.
