How to download 4.2.1 version of blender

You will need to go to Blender.org to be that specific. Do so, then look for Downloads on the top of the screen, Under the Download Blender button, at the bottom, you will see "Looking for previous versions?
Click on that, then at the next page - on the "Download Any Blender" button. 4.2 is down near the bottom, that link contains the various versions from 4.2.0 to 4.2.3 for whatever OS you have.

Go to library > right click Blender > properties > betas > click the drop-down menu > Select 4.2.1 Stable

That would only install 4.2.x, with x being the latest available patch (currently 4.2.3). If you absolutely need 4.2.1, follow Mark3's suggestion.

Not unless you just want to add it to your Library using the Add Local Game option, at least not without manually merging your downloaded files with those in your current Steam folder for v4.2.x, and then turning off the option to keep that version updated in Steam, and also running the risk of messing it up.

Why bother though, since it will work just fine without Steam, and you can manually copy your configs? Don't say because it counts the hours. You have a clock, a notepad and a ballpoint pen I assume?
