How to switch to version 2.9?

I want to switch to version 2.9 since my RX 580 is no longer supported (big mistake for me).

While Blender 2.9 is out of Steam's betas, you can download any and all previous releases from Blender's official website: https://www.blender.org/download/previous-versions/

If you're unsure of what file to dowload, take a portable build (ending with "-windows-x64.zip"), unzip it somewhere you're good to run the blender.exe inside.
