edit: also, you probably need to join the armatures together first.
edit2: if you need to add extra bones to make it work, you can do that by selecting two unconnected bones and pressing F (like you would with verts etc) to fill the space between with a new bone. it wont be connected though so as far as i can tell you will have to use the above procedure to join them.
Edit: the "connect" option appears in EDIT mode. However(!), the bones still don't want to connect to each other :S
So for example, you want the arm bone to connect to the upper spine bone - Select the arm bone first. Then shift-select the spine bone last. Then cntr-p and select connected. Make sure it's tailside to headside. So in this case the arm bone should have it's head facing the spine bone.
