For question 1, you can get a program like gyazo, take a snip of what you want screenshotted, right click the image, then save it, go to the artworks tab in the community hub, and on the top right click upload artwork, add a title, desc, and select your image.

For question 2, just hit ctrl z, or if you aren't in preview mode, just hit esc.

Blender has it's own internal screenshot function. Window > Save Screenshot. The default hotkey is CTRL+F3.

But how do you upload them to the Community Hub? There are a bunch of screenshots there but I don't know how to upload them to it.

THIS.
Literally every post says upload as artwork. It's quite clear when someone asks how to upload screenshots they want to upload a SCREENSHOT.
Others have done it, so how? That is the question.

Mouse over your name, up beside the Community, then click the "Content" link. Click the artwork tab on that page, then the upload button.

Edit: Like this. Then, when you post it in the Steam forums, it should be the link with "steamcommunity" in the name, not the one with "akami" or whatever it is. The "steamcommunity" link is the one that will show up like this.

If you click the image you want to link on the page shown in that screenshot, you should get the one that goes to the "steamcommityDOTcom" link.

And I also make use of the Windows Snipping Tool to take a lot of screenshots. It is very handy because you can capture the exact part of the screen you want and no more than that. And you can write on the picture before saving it, like I did in mine. It comes with Windows 7 and Windows 10, and probably the versions in between those as well.
