Animation Tab Thing Help

I am trying to create a pose library and they say there animation tab on left where Item, tool, view are located. But when I check it isn't there. I am in pose mode and try in layout and animation. What should I do to get it to appeare?

if it's an addon you're looking for. It's likely you don't have it enabled. Which you can do in your preferences.
