But you will also need storage space for you Output. So if you only render a couple of static .png images of your projects...that might be just a couple of 100mbs, but if you were to make lengthy animations or VFX, that you save out as industry compatible .EXR, the required storage space adds up quickly.
You will get a feel for it eventually and always remember, you can always save out finished stuff to flash drives or some other external storage medium for archiving.
But as a starter 40Gb will get you quite far i'd say.
You don't need significantly more storage space for Blender than for any other program. All create save files and maybe use some temporary space. It's just a program. Yes, the more complex the stuff you do is, the more space you will need to put your textures or resulting videos, but you'll notice that sooner or later.
