Also important, needs to be connected verticies (so no doubles) and check which limit method you use, by default it bevels anything over a specific angle (30deg), but if you set it to weight for instance but havent assigned bevel weights to edges, nothing would happen.
here it is, you can see that the slabs in the bottom are working as intended, but this one is for some reason not doing it at all
In your screenshot, the offset "amount" is zero, so of course there is no bevel.
Edit: Also make sure you do not have duplicate vertices, especially if you've hit ctrl-b. Select the whole object in edit mode and do m -> by distance.
i made sure, no matter what i do, it never works, i did work on a alternative i didnt want to do which was subdivide it, it isnt as i wanted it to be but it still worked so :/
