is there a way to link bones to shape keys?
im making a furry template and i'd like to make the bones move according to some shape keys, like when i turn a human into a hammerhead shark and i need the eyes to move from each other

look up drivers in graph editor

Drivers is separate editor type from Graph Editor for some time.

vaultshadow, while drivers, as Binomas says, looks as a way to go, when I tried to read shape-key Value in a Driver it not worked. Maybe I did something wrong or actually shape-key Value and bone position should read a value from some common source and switching should be controlled from there.

googling what equations you need to add to the drivers will help - theres many yoootube videos

Is this for a real-time environment, like a VRChat avatar, or a pre-rendered scene?

Then you won't be driving this with shape keys, but the engine state machine instead.
Instead of going "blendshape deforms armature", you go "machine state adjusts armature and activates blendshape".
