Preferences, Add-ons not saving
My preferences (keybinds, etc) and add-ons are reset every time I open Blender. Any suggestions on how to fix this issue are appreciated.

Check the User folder in Windows if the userpref and starup file are actually there.
Go to Users->Username-> AppData->Roaming-> BlenderFoundation->Blender->2.93 (if you on that current version) ->Config.... look for userpref.blend and startup.blend.

I suspect this could be some permission issue by the AV or windows. You might try to run the blender.exe as administrator and observe what happens to these files.

Could also be an issue with a non latin alphabet used in the user folder.
