Not really aware of increased hardware specs in a sense like when the minimum OpenGL was upped or the drop of Win7..could imagine tho that AMD GPUs don't play well -again- with new blender. The driver support from AMD, sadly enough for a top level blender sponsors, really was wonky for quite a while.
- Check your PC for viruses with quality antivirus soft, exactly not like 360 Total Security;
- Update your Windows version (in my case it was Windows 10). But I mean just UPDATE, not full restarting of your system and deleting all files after. If you have Windows, check Microsoft's official website for refreshing OS;
- Try to delete downloading cache from Steam in settings of Steam Client;
- Try to reinstall fully Blender OR install Beta version of Blender (like Stable 3.6, Archive 2.9 and etc.) and try to launch them.
Anyway, every problem case is individual, sooo keep trying and don't give up tho. Try as much possible YouTube tutorials, cleaning PC from trash and malwares, or as last method - call qualified specialist/master, or some of your friends/family, who can do something.
There is always exit in any situation, so don't give up those people who have troubles with it.
