You cannot import hair particles to Unity. There is no fix, you'll have to use a different system. Look into "hair cards" I guess, that's my recommendation.
Of all the types listed in this video above, only the hair cards, modeling, and sculpting methods are going to work for Unity. Particle won't and I'm fairly certain the curves won't either.
