Bug in Rotation Tool
Since I have a new computer, I can't use the rotation tool in the bottom, but I can use the rotation tool on the left side in the toolbox. I've set that rotation should only be able with the mouse, but it doesn't work. I even reinstalled Blender and checked it for errors, but that didn't work. How would you solve it?

Which rotation tool do you mean exactly? The rotation Gizmo? You can also rotate objects without any buttons, interface or Gizmos by pressing R. Press the key for an axis (X,Y,Z) after that to lock a particular axis. Press an axis key twice to switch to local mode. Press R,R instead of R to enable a trackball rotation mode. Confirm with left mouse button, discard with right mouse button.

I mean the 'Transformation Manipulator: Rotate' in the 3D View line.
It's not that problematical, I'm just used to the manipulator.
What exactly does not work? You click on the gizmo but nothing happens? Does the gizmo disappear (it should do so)? It would be good to know what happens exactly so we can track it down :)

Where is this setting located? I can't find it in the user preferences.
You know, the line in which you can switch to 3D View, DopeSheet and Graph Editor. If you look left, you see the transormation manipulator, and the manipulator for rotation doesn't work. All three axes are show (you know, these rings) but they don't react when I click them.
Maybe you have "Manipulate center points" activated? That's the double arrow icon to the left of the gizmo icons. If you have activated it, you shouldn't be able to rotate at all.

That's great, you're welcome :) Manipulate center points is used to rotate and scale multiple objects without changing their size or orientation. It's hard to explain, you can see what it does when you select a group of objects, activate the function and rotate or scale them.
