Report a translation problem
1) Make sure that you have them both(camera and empty) selected and that the camera is dark orange and the empty is the highlighted one of the two(yellow orange). Now when you select Track to Constraint(from the Object -> Track menu) you should see the camera aim at the empty properly.

Thank you, this advice helped me. Now camera aim at the "empty" properly and no one strange effects.
I all understand and now all work right. :)
