Just open them in any program you prefer but yeah you also need an add-on for .dds file as well.
After that just export them to standard format ex. Jpeg,BMP....
I don't think Blender can also read .dds file as an image texture as well.
If you say so,I think that is because Blender can not read .dds format as an image texture for Cycle rendering.
Since Cycle render and Blender render are not the same rendering process.
Frankly,Do you really have to use .dds as an image file ? .dds mostly used in game engine but it's not very friendly with 3D tools like 3d max,Maya,Blender.
I did not use 3d Max and Maya for an age but it seems like they are not support .dds file.
Even so,I might be wrong as well,I am not sure how the current state of those programs are.
