What's the actual difference between blender eevee and blender?
I don't get it..

Eevee is NOT "the next step up from Cycles". Eevee is a realtime rendering engine (think Unreal) while Cycles is a physics based one. Meaning Eevee is a lot faster and great for previewing or quick results while Cycles is still the one to go to for production renders or generally for realism.
Based on your preference, of course, you can also get good results with Eevee, not trying to make it sound bad.
The important thing is that both use the same materials, so you can quickly switch between them.

And yes, 2.8 will have Eevee (already has, you can download the beta any time). It will not have the old Blender Render engine anymore.

Renderer - that is more or less what I meant by "next step up", it is a new render engine and it is different from the Blender and Cycles renders. It's a new addition to Blender.

What you wrote sounded like Eevee superseding Cycles ("next step *up* from Cycles"), which is not the case, so I wanted to clarify for OP. I know that *you* know what Eevee is. :)
Yeah, I see your point, I guess I should have said, "next in the evolution of render engines for Blender LIKE the Blender and Cycles Render engines"
Oh no the old render engine will disappear!?
Little scared of that but eevee sounds really nice and i hope it will help with more with cartoony directions of art
The beauty of Blender is that you can always go backwards if you want to. The older versions are always available for those who are afraid to or don't want to move forward.
