How to animate multiple character in one scene?
Very new to blender. I understand the basics of how to animate a character in blender but I don't understand how to do it without being in their blender file. Here's what I'm doing

1.I open a new project and get rid of the block
2.I append the characters that i want in the scene
3.I am able to move their entire model around but I can't seem to move specific parts it's always going to be in the T or A pose

I can move the body parts of one model if I open their specific blend file but I still wouldn't be able to animate another model if I append it in.

If you did "append" of your character - not a "link" - then character is fully copied into your blend-file and you have no restrictions at all. Probably you need to select the armature object and go to Pose Mode and that is all.
Ok so appended the model and then the armature rig. I was able to move the armature rig in pose mode but the model wouldnt move with it. The model itself can't go into pose mode, only object mode.

Why you appended the model and its rig separately? Append them via one "Append" operation to preserve their connections. Of course geometry doesn't have Pose mode - only rig, armature has Pose mode.

Also you could as well restore connections between characters's geometry and its rigging. If you made this character it should be easy for you. But better just append it correctly.
