vertices clipping into object regardless of settings
so I'm going through the blenderguru beginner's tutorial for blender so I'm obviously new to the business, but I've ran into an issue with a specific part in the video, specifically between 5:20 and 9:00 where guru is shaping the donut's icing, on my end the icing is clipping through the donut even though I have all the right settings turned on and all the wrong settings turned off, here's the video for context to those willing to help me troubleshoot

Do you have a screenshot of the issue. I think I have seen this come up before, but it was mainly a viewport issue / inconvenience. IIRC the donuts icing ggets a solidify modifer anyway so it is not really a huge issue if some verts clip into the toroid shape.

https://imgur.com/gallery/10z4Qw2 the thing is the icing itself clips into the toroid too, not just the vertices, but here you go
Here's a thread with the very same issue.

Just increase the thickness on the solidify modifier a bit. Anyway..it will be no issue when rendering. More of a viewport artifact.

that worsened it, didn't fix it in any way first of all, but now my icing has a crease in it, thankfully I can undo that, but still, that worsened it
'Crease in it' sounds like double verticies or face normals gone haywire.

Oh and btw...i posted the wrong link.
Here is the thread about a similar issue on the donut:

Anyway to fix the crease you can try : select all verticies of the icing object and hit M ->by distance. That should get rid off any verticies on top of each other.
If it is an issue with the face normals you can select all faces and hit ALT-N -> Recalculate normals outside. If the direction of the thickness of the icing flips you can either flip the normals using ALT-N or give the solidify modifier a negative distance, as solidify's direction is based on face normals.

Do you have a screenshot of the verticies that you snapped to the donut surface, I wonder if that V shape in your screenshot is vertex that didn't snap to surface or just a screendrawing artifact with the outline.

that didn't fix it, the creases did fix but my icing is still clipping through the donut

You can hit the L key when hovering over a ring of vertcies to select all linked/ connected verts. You can then delete the excess verticies with x if they are separate floating stuff.

Looks all fine, not sure whats the 2 orange dots there on the bottom of the donut, some random single verticies or eventually object origins?

those were the 2 verticies that were clipping through
