[Help][Solved]How i make perfect cylinder now? Or how to smooth it when i already have work made?
Would appreciate any help.

As i can see the option to add Vertexes is no longer here, so how am i gonna make the smoother surface? Any help would be appreciated.

See this screenshot: There is a small pop up at the bottom that allows you to tweak the settings of the circle i added at the world origin.
For comparison there is some mock props with different settings.

Set the shading to smooth, and maybe add a subdivision modifier.
Object - Smooth Shading. If it goes wonky (like overly smooth), add an edge split modifier and set it to a value around 60, then play with that value until it looks the way you want it to.

Why we canr just add vectors like in previous version baffles me. I try it tomorrow but the problem is the object is already modeled for most part. *Sigh* and when i edited stuff it started to messing things up.
I didn't notice that there were any primitives missing from the new version. You can still add any of the verts, circles, cylinders, cubes and whatnots, ...and then some. Did you probably glance over the Add mesh-> options panel that allows you to tweak the settings of the mesh objects?
I don't know what you mean by vector, but whatever it is, it is probably still there, just in a different UI spot maybe. And changing the shading to smooth is not editing the object at all.
To better show on this.

https://imgur.com/TF1W4lu - This is without Shade Smooth Applied.

https://imgur.com/v3E2fnC - This one is with it.

Problem is even with Shade smooth i can see its imperfect cyrcle. Which is kinda weird, and i dont understand how it kinda happend.

Anyway while i add new Mesh i cant see any option to add verticles i only add new Cylinder https://imgur.com/undefined.

But had better google search this time so hopefully i found a way but will definetly report back.
With a geometry like this you cannot simply set it to "smooth", it will look horrible (as it does in your second screenshot). What you can do is set it to smooth and try the edge split modifier or autosmooth with a suitable angle. It probably still won't be perfect, though. Your topology simply doesn't support these small holes.

Edit: That said, there is probably something else wrong with your model or your topology, even with the smaller holes in there it shouldn't look like this. Please make sure you don't have duplicate vertices or faces and correctly facing normals.

Your last screenshot link doesn't work, but in general, after you add the cylinder, a small black box will pop up at the bottom left of the screen. Expand that and you will have all the options you are used to (like number of vertices etc). You have to do that before you start editing the cylinder, of course, just like before.

https://imgur.com/uAxKU5Y This is how it looks when in edit mode. I tried to even tringulate it and such, but it just makes it more messy i believe.

Holy moly, WHY for the love of god did they hide it like that when it was totally fine and visible before? I was looking for ages for it in new version! Thank you so much! But now i have to fix my current problem as re-doing it would just make sure the perfect shape i craved for would be long gone.

Also THANK YOU all very much for every help you providing here, i appreciate it. I am used to work with Rhinoceros and Cinema 4D from school, but those programs dont allow me to work without license legally of course. So i chosed Blender which is supperior anyway in my opinion, just so much harder to learn.

Legend - CZ, are you implying that doing model the same way in previous Blender version was giving you the result you wanted?

But if you already solved your issue it is fine to ignore my question.

Nope, the thing is, i was missing tools which i was needed because they were awfully hiden. And i am willing to discuss those topics, you learn something new each time which is really nice! And i am super glad Steam has this community here.

Also i solved my issue to cut MOST VITAL part to my project, and i will just connect it to the new Cylinder which wont have much of an impact if any at all. And make sure i have more then enough verticles next time. Thank you again! But feel free to dicuss anything to the topic freerly i would love to continue discussion nonetheless as others can learn and we can find new ways for doing stuff in Blender.

Ok, I see your problem. You subdivided your flat cylinder faces into lots and lots of (equally flat) faces. If you then set it to smooth they obviously will stay flat. Not sure you can easily fix this, though. I suggest to just throw it all out, chalk it up as learning experience and do it again from scratch. You can use the current version as reference to make sure the shape is the same.
Legend - CZ, sorry, I have very limited experience with complex hard-surface modelling in Blender. I just noticed like The Renderer that there is something terribly wrong with your model's geometry and I'm like 99% sure that loading it into another Blender version wouldn't fix that.
Cool. Glad you found what was missing :)

Did this at the end. So i am starting from scratch. Grrrh i just wish they did not hide verticles count so weirdly urghhhh ... But hey we learn each time right?

Yep, i started from scratch. The shape of this thing is super weird, and requires a lot of editing and doing stuff around.
