Blender won't start.
When i launch blender nothing happends. I need help becuase nothing has worked, I have tried to download the .exe file, the .zip file and here on steam.

Any info on your PC specs?
Since Blender 2.8x and up the system requirements have increased considerably.
You can try rolling back to version 2.79 and see if that one works. 2.79 still a very powerful tool.

I have a good PC but i think thats the case. I will test it and see how it goes.
okay cool. In general, blender 2.8x and up doesn't play great with integrated graphics chips.
It really wants a dedicated GPU card from Nvidia or AMD that suports Open GL 3.3.
It might just be something with updating graphics drivers.

EDIT: for some reason i get the command interpreter app and it then closes

Well we would need your PC specs especially the graphics card used. Just to establish if it is actually supported. But in general a gaming PC should be fine for starting blender.
The usual things like verifying game cache and trying the standalone releases (like you did) can help zeroing in on the problem. Other than that it is hard to diagnose the issue from a distance.

CPU and RAM are certainly enough...
but do you have any Info on your Graphics card???

I got a Intel UHD

OpelGL 4.6
OpenCL 2.1
processor speed: 3600 MHz

press Ctrl+Alt+Delete and then click “Task Manager” on the screen that appears or find the Task Manager shortcut in your Start menu.

and in the Performance section. Check the name of your grapich card - GPU - for windows 10

Windows 7, you can find this information in the DirectX Diagnostic Tool. To open it, press Windows+R, type “dxdiag” into the Run dialog that appears, and press Enter. Click the “Display” tab and look at the “Name” field in the “Device” section.

Technicly that Intel GPU should be supported. However lot of people seem to have issues getting blender 2.9x to start with it. I can only suggest trying the 2.79 version for the time being.
Maybe somebody that has a similar generation Intel GPU knows more about this.

Unfortunately I am not familiar with them as I use a Nvidia chip.

You have an integrated graphics card.
More precisely, you don't have a Graphic card at all. Its function is performed by your CPU. Blender lists the minimum requirements for running this program. Video memory 2 GB

Even if you could open the Blender. You cannot work with it.

advice. buy a rx570 graphic card with 8 GB memory
It is not expensive and a It will be enough for you at for least another 3 years. To play all the new games and work with blender
