Since Blender 2.8x and up the system requirements have increased considerably.
You can try rolling back to version 2.79 and see if that one works. 2.79 still a very powerful tool.
It really wants a dedicated GPU card from Nvidia or AMD that suports Open GL 3.3.
It might just be something with updating graphics drivers.

The usual things like verifying game cache and trying the standalone releases (like you did) can help zeroing in on the problem. Other than that it is hard to diagnose the issue from a distance.

Technicly that Intel GPU should be supported. However lot of people seem to have issues getting blender 2.9x to start with it. I can only suggest trying the 2.79 version for the time being.
Maybe somebody that has a similar generation Intel GPU knows more about this.
Unfortunately I am not familiar with them as I use a Nvidia chip.
