Problem: Bone Won't Rig
I can't explain this problem well... so I recorded it and uploaded it here: https://www.youtube.com/watch?v=UxcntJuLTCs&ab_channel=GalaxyDogenut

And what is the problem? I see you adding bone constraints... and that is all.

The problem is that when I select Bone.001, it won't add the constraint to the bone. Aka... Bone.001 doesn't appear in Bone:.

But why you want for Armature::Bone.001 to copy rotation from itself? You have this Copy Rotation Constraint exactly on this bone, one you try to select in drop-down list to copy rotation from. Blender not allows you to do this, obviously.

Looks like I explained it wrong. I selected the end bone and tried to copy rotation to Armature::Bone.001 from it. I have done this multiple times, on multiple occasions, yet I can't find a way to get it to work.

What I see is: you have Armature::Bone.001 as active bone (it is seen in the top-left corner of your viewport) and then you assign Copy Rotation constraint and trying to select the same Armature::Bone.001 there. Just watch your own video. But this cannot work so Blender blocks this.

Look, your finger tip bone is Bone.001, your middle bone, you selected it first, is Bone.002. You cannot select finger tip bone and assign a Copy Rotation constraint on this bone that will copy rotation from Bone.001, cuz it is copy rotation from itself!

Be more careful! Also naming your bones helps.

I have done Bone.002 instead before in the past, and it has also caused problems for me. The bone won't rotate when the first bone is rotated, and neither when the second bone is rotated.

And I had also watched my video twice before I posted this discussion.

However, I will take your suggestion for naming bones.

I watched your video more than 2 times. And tested this stuff in Blender. Have no issues. So barely can help.

By default Copy Rotation works in World space so you will not see its effect on child bone, cuz they are aligned already, so Copy Rotation has no job to do.

Ok, I'll keep that in mind. Thank you for trying to help me.

Thank you, your tip helped me. For some reason, the bone thing didn't work in the past, but it works now.
