Top View Reference Image
I can get my reference image to show up and work from the side view (by dragging and dropping the image file) but when I go into top view (for width reference) to do the same for the top it doesn't let me. Even if there is no reference image in the project, it still wont show up and I'm at a loss of what else to do so hopefully someone here can help me fix this problem.

Any chance you are in Perspective Viewport? You can toggle between perspective and orthographic display mode using the NUM5 key on your keypad.
When you add a background image using the Add Menu (Shift-A ->Image -> Background image), it will not show up in perspective view by default. If yo want to be able to see it in both modes click the little checkbox labeled 'Perspective' in the 'show in' panel in the image settings.
Check the screenshot and the properties panel settings on the right.

Be aware that using reference images in perspective mode might lead to funky results, generally you would want to use orthographic viewport for reference images, that's why it is only showing in orthographic by default. You can tell wether which mode you are in on the top left of the 3d view where it will either say 'perspective' or 'Orthographic', also the grid will always show up in orthographic views while it will not in perspective when deactivated from the viewport overlays.
