Shift Ctrl C adds constraints. What exactly are you trying to do?

Hm, when I press Shift Ctrl C I get the same menu as in the video (using Blender 2.78a). Even if I just start a new scene, even if nothing is selected. Maybe see if that works for you and if not maybe check your key bindings?

If the shortcut key doesn't work, you can try doing it from the menu [Object -> Constraints -> Add Constraint (with Target)].

Other than that I'm afraid I'm out of ideas.

Just tried Ctl+Shift+C and it works fine here. I wonder if the key bindings are result of some plugin that you don't have turned on and not really native to Blender?

Ahhh, the old "I forgot to make sure the model was in the proper mode..." error! lol. Glad you got it figured out!

this might help someone: if u got an amd gpu, there is a keybind on ctrl+shift+c, so that's why it doesn't work lmao

Bro, you are a legend, can't believe this useless keybinding in AMD Radeon software actually nullified the shortcut in blender, ty so much
