How to import .png

What do you want to do with the PNG? That's not a model file, it's an image file.

I guess,he just want to put something in Blender,so he can use it with some function in Blender.

You should tell up first what you are you going to do with it and see if anyone can help you with that.

Ok, what I want to do is import a
PNG file so I can animate and screw around with it. Hopefully that will clear it up. Thanks.

Png is flat picture.u can import it as a plane but too animate etc. might give the wrong outcome(invisible from the side). As this a 3d program.

There is a plug in out there called "Import Image as Planes". This will create a plane with your image already UV unwrapped to it. I'm not sure if the plug in is turned on by default.
