i cant open insert keyframe menu

i hit l key but no open insert key frame menu help

As with alot of keys in blender you should make sure you are in the correct window with your mouse. I-key wil work in 3d view and most of the fields that have sliders and values and such.
The other option is to check the keymap in blender preferences and see if that 'Insert keyframe menu' is bound to the i-key.
