Select object and shift click the thing to be its parent, then TAB, then select the vertex or vertices you want it to follow.

If you parent an object to more than one vertex its location and rotation will follow an average of them, for cloth distorting this may be a better option than just one vertex. Try it with one, if it looks shiz, parent it to more..
ty you but i notised you can only parent 3 verts
and i have 6 apart from this it work pretty good
