Dunno. The upper bones of the Arms and legs are placed oddly. But again, I’ll show pictures when I get the time.

So The upper arms are "L_UpperArm_a" abd "R_UpperArm_a"
The Upper Legs are "L_UpperLeg_a" and "R_UpperLeg_a"

Are they the names of the working or not working bones? what are the names of the other arm/leg bones?
The "_a" suffix.. no idea what "_a" is for..
Right click in the 3D view and create a collection (a group of things that can be separated from everything else, you might have a Lighting Group, Mesh Group etc.. ). This way, you can hide it if you need to.
Press "Alt+h" to unhide, or click the eye in the outliner (list of things, usually on the right side of the screen).
In 3D view you can select a bone and move it to another bone layer. You can then show only the bones on that layer (or multiple layers, Shift+click to select more). The model you have is a mess. The bones are not on any layer. (maybe an old version conflict, idk).
Using the outliner filter, search for all bones with the word "hand" or "arm" in them, you can Ctrl+click to select multiple objects.
When you have all the arm + hand bones selected.
Press "m" while your cursor is in the 3D view. Pick a layer in the pop up window to move the bones to, and click it.
On the right side of my screenshot is the bone layers in the armature tab. Use it by clicking a layer to see the contents. The currently selected bone will show as a solid white circle in the bone layer, if you ever lose which layer it's on.
Now you have all of the bones relating to the arms on one layer. find the deform bones that you want to use, move them to another layer. How you manage layers is up to you, I have a hands layer, feet and hands, body, misc layers. You will need to repeat this process for the rest of the armature, legs, arms, body etc
When you have the bones in an accessible place, you will have a much better idea of what they are/do and which ones you need.
This was really hard to understand, and I tried my best to do what you said. However when I moved the left arm bones into one layer, it didnt work. Is there something I missed or something?

I don’t know. I did all the steps, and it didn’t work. Unless I made a mistake doing one of those steps.
Edit: Basically, I did move them on to another layer. However it didnt fix the rig. Thats what im talking about. Just pointing that out just in case.
It will not fix the rig. You need to learn the rig, not fix it.
