Border rendering is not supported by sequencer
If you have the “render a user-defined border region, with in the frame size” selection box checked, and you add the scene to the sequencer then try to render. You get the following warning, “ Border rendering is not supported by sequencer”, and nothing happens.

In Blender 2.8 it is in the Output context tab under Dimensions. the checkbox is called "Render Region. Uncheck it.
