I don't know what the exact cause of your issue is but all volumetric nodes should be connected to the volume input of your "Material Output" node, via whatever type of mixing/combining you choose.
AFAIK connecting it to the surface node is not right at all...
Your 1st image looks more like a render(where your correctly connected “Volume Scatter” node would have a noticeable affect), whereas your second image looks more like a default viewport(with "material" setting enabled) image grab which would not utilise the volumetric nodes as it's not a render...???
+1, I typed too slow ;)
Thank you guys both for your responses so far
ok, so something weird is going on- when i click the render button on screen or hit F12, it makes the materially, defaulty looking image, but when i set the default view mode to the "rendered" setting, it looks like the first image.
I guess i must have accidentally fiddled with the render settings?
I'm a big noob at this program so if something seems really obvious you're probably going to have to spell it out for me because i'm really dumb

and here's what it's supposed to look like (apart from a slight change in the shapes)

Would you be willing to upload your .blend file for us to take a look at?
(pack your materials and upload to somewhere that requires no sign-up to receive if you do)

Possibly a very good guess!!! :)
here's a link to the blender file that's a little bit different- the textures are different but the properties of everything are the same

if it doesn't work, let me know
I think there must be something wrong with the camera
