Can't find mesh tools for modelling
I've been trying to find a way to cut shapes, and there is not a single thing on the manual or the tool shelf where it shows up, EVEN when I click on the bloody shape!

Not sure what you are trying to do. Generally you select your object and go to Edit Mode (hit "tab" or pick it in the menu at the bottom). Then you can see the mesh menu at the bottom and the "Mesh Tools" shelf on the left-side panel (hit "t" if the panel isn't there at all) where you can find all kinds of modeling tools and commands.

If you're talking about using a mesh to cut out parts of another mesh, use the Boolean modifier. In the Boolean modifier's options, make sure the operation is set to 'difference', select the object you want to use to cut it in the menu to the right (it's a blank text box. If you click on it, you will be shown a menu where you can select the object) and then select the appropriate object to cut it. Move that cutting object into position and finally, click apply on the modifier.
