90s or 80s Anime art style?
so like the title said how can you do it on blender? its like a low res image, and I just cant understand it, thats why anime is one of the best thing in the world.

These look like they are handdrawn and then colorized.
However you could use blender to model your scene, mimic some of the material properties and use the freestyle line renderer to create an overlay for the edges.
It is possible to do that using a combination of blender for 3d and tools like photoshop and gimp, or even the blender compositor to make the color effect happen.
If you are really good at drawing you could also use blenders 2d animation tools and simply draw the stuff and animate it the traditional way.

I am not familiar with adobe lightroom, but it seems its a proper tool for colorgrading, eventually even painting.
However in terms of image editors/ painting tools the options are plenty. Gimp, Krita, Mypaint etc. all do the trick if you know what you are going for.

I would test it by taking the exact same color or take color sample from these pictures. Texture 1 building with that color.

also wwhen is the release date of the 2.82 in Steam not the website
2.82 is on STEAM already. Unless you opted into the BETA tab, you should already have the 2.82 version within STEAM.

I would think to use a graphics program for something like that although I think part of the 2.8 update was blender could do more with 2n animation stuff, but I've never looked into it beyond the Blender new version update video.

Gimp is free and might let you achieve that look. Alongside a tablet so you can hand draw stuff, you can get a reasonable starter tablet for around 50 bucks.
