Mesh doesn't properly move with bone
I'm having trouble with this model, it seems to only happen in the leg bone

I don't really know much about weight paints, so I don't know what I'd find with that

Looks like the model had adjuster bones in the leg and they have been deleted. They would have been parented to the hip and knee bones. When you deleted them, you killed the armature relationship to the mesh, now only the mesh that have bones moves. To Fix it you have to weight paint the mesh that doesn't move to the correct le bone.

Look at the bone layout in that Elizabeth blend file you sent me. This gif shows the helper/adjustment bones in the leg and what happens to the model when I delete them and don't fix the weight painting in the leg.
