The "error" you mention in your post isn't actually a problem. It shouldn't have anything to do with the reason Blender is crashing. I get it every time I open Blender, and I think many other people probably see it as well. It is related to audio settings between Blender and Windows and can pretty much be ignored I think.
For some reason that I have yet to figure out, Blender was crashing for someone because they didn't have an audio card.
1st, update windows. 2nd, download an audio driver. I recommend realtek. 3rd, download the .zip version of blender, extract it, then try to run it. Those things will give you the best chance of fixing blender.
When this happen the best option is delete the folder config of blender in APPDATA, because is the 90% of the problems why blender not working and crash when open.
I think is not needed update nothing, I almost never updated windows and drivers (last update in 2017) and I'm using Steam version of Blender.
I have the same error of audio 44.100 instead 48.000 but blender don't close, is only a warning.
For other weird reasons, I've had ghost versions of Windows where programs just won't work no matter what I do.
The way I always fix that is to just back up all my documents and perform a clean install of Windows. this works basically 100% of the time for me.
C:\Users\[USERNAME]\AppData\Roaming\Blender Foundation\Blender\2.79 → (this folder depends of the what version you are using, if you are using blender 2.79 then the name of folder is 2.79, if is 2.80 then the name is 2.80, if 2.78 then 2.78)
So.... delete the folder with number of blender you are using and try to open blender.
This folder is created when you install blender or when open the first time.
I think he is telling you to delete that folder AND delete Blender. Then reinstall Blender and try running it again.
Your post makes it sound like you are only deleting that folder then trying to run Blender after deleting it, without uninstalling Blender itself. Apologies if I'm wrong about that.
I hate to say, but you may just have to reinstall Windows. There is probably some software or driver conflict that you can't account for. Operating systems aren't perfect, and Windows is well known for having issues.
If you don't want to do that, you can always just run Linux off of a thumb drive when you want to use Blender and swap to Windows for everything else.
What operating system are you using? Windows XP, 7, 8, 8.1, 10, Linux, MacOS?
I am on windows 10, I got all my drivers checked, I downloaded the .zip version, I ran the .exe from the blender site and finally I am here on steam.
I have no blender foundtation folder in my %appdata% - its nowhere to be found. a complete search of my entire system cant find a darn "blender foundation" folder.
I run as admin, still fail. I am about to spin up linux at this point.
the sound bit - thats just my setting - I set my soundcard to 48 khz - If I set my sound to 44.1 khz the message goes away it has nothing to do with me being able to launch Blender.
Blender just will not launch.
Have you tried rolling back your video card drivers to an older version, it may be the fact that they are the newest ones that is the cause of the problem.
I'm of the general opinion at the moment that the route cause is an OpenGL issue caused by either these drivers or win 10, win 7 users don't seem to be posting these issues... This is just my current opinion from recent observations and it may be wrong!
The "AppData" folder is normally found under :
C: --> Users --> "your name"(without the % sign)
...and the "Blender Foundation" folder is under "Roaming" within this.
Have you read any of the other discussions relating to this type of issue such as this one.
If not then have a read and see if anything here helps in any way.
