You need to use NifSkope ,You can get it from here.

It's a freeware.
You have to convert .mesh file into an OBJ file which can be imported to Blender,Maya,3d Max.
Just click an export option in Nifskop and select the format.
1: Open google chrome
2: Go to the chrome web store and look for the ‘jorodox’ extension.
3: After you install it, open it from your programs list (under chrome extensions on window 10)
4: Once open click ‘settings’ and ‘select mod directory’
5: Select the folder containing the .mesh model and open the file.
6: In Jorodox, select explore, find your model and click convert to collada (.dae)
It should save in same location as .mesh file
You should be able to import the .dae file into Blender and export as other formats. Hopefully this will do it and save you the joy that is trawling through dead end forums.
