Report a translation problem
Just save the project as a .blend file and toss it on a thumb drive or put it in google drive. Download it to the new computer, launch blender, click file>open then find the .blend file on your computer. Tweak the settings and output then you're good to click render.
I do this all the time. When it comes to cache folders for simulations it can be a little harder. I made a smoke animation and it was going to take 12 days to render on my one computer. Because of the huge size of the smoke cache I had to use a USB hard drive to transfer it with the .blend. But after doing that for 4 computers, I had the finished render done in just 3 days.

Preferably yes just to be safe, mainly because of what I said earlier about custom stuff. If a version of Blender doesn't have certain features, then it may lead to errors.
There are some backward compatibility issues with using separate versions of the software but considering you can install a portable version of the software that doesn’t take up over 400MB, you should have no problems downloading the exact version used to make the file.
A lot of the time this isn’t necessary, but because it’s so easy to get the same version downloaded, it’s not worth the risk.
